Rent support now reaches 677 households, with a municipal investment of 2.26 million euros.
On October 22 Portimão City Council renewed its Exceptional Economic and Housing Crisis Measures for 2027, designed to remain in effect throughout 2027.The proposal, which now heads to the Municipal Assembly for discussion and voting, comes in response to the continuous financial pressure on families, worsened by international instability and the severe housing crisis affecting the Algarve region.
Automatic Renewal and Broader Criteria
Currently, the municipal support network covers over 1,700 families. The rent support program covers 677 households, an increase of 132 compared to the beginning of 2026, representing an annual investment of 2,257,671 euros fully funded by the municipality. Additionally, the social water tariff supports 992 households, and the medication co-payment program assists 107 families in purchasing essential medicines.
The major update for 2027 is a stronger focus on continuity. To ensure no family is left unprotected due to administrative issues or expired deadlines, the support currently in place will be automatically renewed, including rent subsidies that have already reached the legal three-year limit.

Access to these measures has also been eased to cover a larger share of the population. For rent relief, the monthly co-payment ranges from 275 to 350 euros. The per capita income limit to qualify has increased to 1.5 times the Guaranteed Minimum Monthly Remuneration, and the required minimum residency period in the municipality has been reduced from five to two years. The subsidy is paid upon presentation of the respective monthly rent receipt. Regarding water and medication, the same flexible rules apply, featuring broader income limits, two years of residency, and automatic renewal. For medication specifically, the annual support ranges from 200 to 350 euros per household, depending on the income bracket.
“We won’t turn off the tap for those in need” Álvaro Bila, Mayor of Portimão, highlights the urgency of these policies: “We know the squeeze many families in Portimão are experiencing. Rent, water bills, and medication can’t wait, and our support can’t stop either. We won’t turn off the tap for those in need. Therefore, we are maintaining the support, ensuring its automatic renewal, and opening the door to more families.”
The municipality also notes that the period for new applications remains open. Interested parties can visit the City Council’s website or go to the Customer Service Desk of the Housing, Social Development, and Health Division for more information on deadlines and eligibility conditions.
