Portimão Takes Action to Strengthen Fire Prevention Measures Amid Increased Rural Fire Risk
In light of the alert situation declared by the Government due to heightened rural fire risks, Portimão’s Mayor, Álvaro Bila, convened an extraordinary meeting of the Municipal Civil Protection Commission (CMPC) on August 3, 2025.

Following a thorough technical assessment of the local situation — informed by the Municipal Operational Coordination Centre (CCOM), weather forecasts, and the criteria set out in the Municipal Emergency Plan — the CMPC decided not to activate the Municipal Emergency Plan for Civil Protection at this time. They believe that operational response conditions are adequately in place.
However, several preventive and readiness measures have been reinforced, including:
- Public Notification: Residents will receive alerts via SMS under the “Safe Village” and “Safe People” programs.
- Pre-positioning of Resources: Firefighting assets are being strategically positioned, along with the mobilisation of heavy machinery.
- Enhanced Vigilance: There will be increased surveillance, early detection initiatives, and awareness campaigns, including the use of drones for monitoring.
- Preparation of Municipal Aerodrome: The aerodrome is being set up as an Alternative Manoeuvre Field (CMA) to assist aerial operations.
- Streamlined Operational Zones: Efforts are underway to make Zones of Concentration and Support for the Population (ZCAP) more operational, with one already established at the Judice Fialho school.
- Logistical Support: Transport resources and logistical support are being mobilised.
- Increase in Civil Protection Personnel: More Civil Protection agents will be on hand to ensure safety measures are upheld.

The situation will be continuously monitored through the Operations and Communications Room (SALOC), and the CMPC can be convened immediately should the activation of the Municipal Emergency Plan become necessary.
The local government is urging all citizens to act responsibly and emphasises the crucial role that each person can play in fire prevention. It’s essential to avoid risky behaviours and strictly adhere to guidelines regarding open burning, machinery use, and movement in forested areas to ensure the safety of both people and property.
