Portimão Pioneers AI to Streamline Urban Licensing
For anyone who has navigated the complexities of property development or renovations in the Algarve, dealing with municipal paperwork can often feel like a daunting task. However, a major digital upgrade is on the horizon for Portimão, promising to make the process smoother, faster, and more transparent for the local community.
The Municipality of Portimão is taking a decisive step towards modernising its Urban Planning department by implementing a brand-new digital management platform powered by artificial intelligence.
Tackling the Backlog
Currently, an astonishing seven out of ten planning dispatches in Portimão are simply requests for corrections or missing documents. This creates a frustrating cycle of back-and-forth between applicants and the council, delaying projects and tying up administrative resources.
To solve this, the council is upgrading its existing ‘ePaper’ system with two new modules: Urban Management and AI Online Customer Service. The most revolutionary change is the AI component. Instead of waiting weeks for a manual review to spot a missing form, the new AI system will instantly validate documents the moment a resident submits them. If an application is incomplete, the system will immediately notify the applicant, ensuring that the process only moves forward when the file is correctly compiled.

What This Means for Residents and Investors
With the urban planning department handling roughly 5,000 requests each year, this digital shift will drastically reduce repetitive administrative work. It also ensures the municipality can meet the new, shorter legal deadlines introduced by the Simplex Urbanístico legislation, which mandates an eight-day window for preliminary assessments.
For you—the resident, builder, or investor—the benefits are highly practical. The new platform will allow you to submit applications from the comfort of your home at any time of day, pay fees online, and track the real-time status of your project without needing to make time-consuming trips to the town hall.
A More Approachable Council
Álvaro Bila, the Mayor of Portimão, highlighted the community-focused vision behind the change: “We want an urban planning department that stands alongside those who want to build, invest, and live in Portimão, rather than a maze of paperwork. Digitalising and simplifying these processes means giving time back to the people and restoring trust in the services”.
The council has already begun training its staff on the new platform this week, and the system is being rolled out in phases. Residents can look forward to this fully online, AI-assisted service coming into full operation over the next few months.
