Shared Scooters and Bikes

Faro is to welcome new licensed operators for shared scooters and bikes.

Licenses granted after public tender, valid for two years

Starting in April, the Municipality of Faro will have two new officially licensed operators offering shared mobility services—specifically electric scooters and bikes.

These services will be operated exclusively by the two companies awarded licenses through a public tender process that took place on January 15, 2025, with sealed bid submissions.

One license, covering 350 electric scooters and 100 bicycles, was awarded to Lime. The other license, also covering 350 electric scooters, went to Bolt. Both licenses are valid for two years, with the possibility of annual renewal for up to four years, ensuring high-quality service standards.

Since 2019, Faro has been testing shared micro-mobility services through pilot partnerships with various operators, aiming to promote these sustainable transport modes across the city. In May 2024, Faro’s Municipal Regulation for Soft Mobility came into effect. This regulation introduced a new framework for the use of public space, establishing rules for the circulation and parking of shared scooters and bikes.

It also set out clear procedures for awarding licenses and outlined operators’ responsibilities and penalties, especially in cases of improper parking or misuse of public areas.

All documentation related to the process, including the Soft Mobility Regulation, is available for consultation at the Department of Infrastructure and Urban Planning / Transport Authority Service, at the One-Stop Desk (Balcão Único), and on the municipality’s official website.
